LibreOffice is not a PDF viewer.
What do you try to do with LibreOffice on this pdf file ?

Set status to NEEDINFO, please set it back to UNCONFIRMED once requested
informations are provided.

You're correct it's not a PDF viewer as primary function, but when you're importing a PDF you expect it to be rendered correctly for edit and as a consequence it becomes a PDF viewer, not as a primary function though but as a consequence.
Correct edition of the math functions is not possible because of bad rendering.

Clearly, LO does not import math formula in pdf file as LO-Math objects, so you can't expect edit them in LO-Math. You can change this bug report in an enhancement request if you want.
