I don't know if this is specific to the platform that was in use, but I can reproduce on my Ubuntu 18.04-based system (with Budgie + GTK), with the latest master of LibreOffice:

Version: 7.2.0.0.alpha1+ / LibreOffice Community

Locale: en-AU (en_AU.UTF-8); UI: en-US

In detail, using the tab key allows me to cycle through the following elements, in order (as shown in screenshot):

1. Search field
2. "All" tick box
3. "Show only the current item" button
4. "Hide only the current item" button
5. Value list (use down and up arrows to navigate inside the list)
6. Cancel
7. OK
8. "Sort Ascending" (and other options in that top list can also be navigated with up and down arrows)

So I can access all items in the dialogue with tab, up and down.

I also tested version 7.0.4, and I could access that top list with the tab key as well.

As this is two people not able to reproduce, and as Roman's question hasn't been answered in 10 months, I will mark as WORKSFORME. But please feel free to reopen with more details about your platform if you can still reproduce with LO 7.2!
