You won't lose files if you reinstall. Also - you should most definitely have backups of any files in case of other system failures ;)
Also, please do your LibreOffice reinstallation "Run as Administrator" from Windows Explorer to ensure the MS Visual C++ Runtime is installed correctly. Alternatively, open an Admin Command Prompt window (<WindowKey>+X), and launch the package manager "appwiz.cpl" from there--it will get Administrator priviledges--do the LibreOffice uninstall and a new install. Then let us know if you still are missing the runtimme after an uninstall/reinstall cycle.
