Example ods shows in column B the desired results in yellow and the "wrong" results in orange. It seems that SUMIF cannot summarize time values (it seems not to be an format issue).

(1) Removed apostrophe from "Time" values.
(2) Changed time formate from MM:SS to HH:MM:SS.
