Description:
If I open the attached file (separator Options: Tab) the second line is not correctly separated to fields. 

Steps to Reproduce:
1. open file Bug.csv

Actual Results:  
see attached screen shot

Expected Results:
Correctly imported fields


Reproducible: Always

User Profile Reset: No

Import with empty text delimiter. With " as text delimiter the second line is treated as an enquoted field.
