Steps to Reproduce:
1.Try to download German language file(s)
2.
3.

Actual Results:  
No language file downloaded....also difficult to find and understand what I need to download. This was not a problem that I had with previous versions of Office Libre....

Expected Results:
Nothing as the extra language was never loaded.....

User Profile Reset: No

Additional Info:
The problems are probably not that it doesn't work, I am sure for a libre professional, he can do it, but even though I have been in the computer industry over 40 years, I couldn't with this level (I have used Libre Office for some years!!)!! 
Also, I was able to download Open Office and use German language files for Open Office!! So I am not stupid!!! It was really easy and transparent!!! Just what I wanted....please copy Open Office!

This was a long description indeed, but what exactly were you trying to do? Do you want the UI in German? Or spell checker? Or local help?

German UI and spell checkers are bundled with LibreOffice installer, and you don't have to download anything. Run the installer, modify the existing installation, add new UI languages or dictionaries, and then you can select it in Tools -> Options...; Language Settings -> Languages.

Let us know if that helped, or you meant something different.

Well on Windows with default installation, only the detected language will be installed. So you have to select other languages and dictionaries with a custom installation. All this is written in the installer and anybody paying attention should be able to see that. It is however true that once installed it is not clear how to add additional languages.

Adjusted the summary to something more rational.

Of course documentation/help for configuration is platform dependent.

OS X has langpack files; Windows bundles UI configuration internal to the .msi packaging and a custom installation, but needs a Helppack; and Linux has both Langpack and Helppack.

Can get confusing. And applying/configuring additional language & help packages after installation should be a topic.

I have today, received the FIRST notification about this bug back from you all, I had already given up. 

So a new bug is that you do not send any infos that you are looking at it!!

Furthermore, I have seen a "general" answer, from someone who knows the program well, as how to add languages, but it is not detailed enough for an amateur like me!!

What is a "UI" for example......

I need to be able to use all features of both English and German on my computer, spelling and language, plus translation if that is also available....

I have recently converted to Win10, but I would not expect that to make a huge difference....
