Description:
It doesn't matter how you arrange two gif banners, both will get on top. 

Steps to Reproduce:
1. Open example file 

Actual Results:  
Banners are competing for on top position

Expected Results:
On banner stays on top, the other behind

Steps to reproduce are:
1) Insert one gif into a writer document.
2) Insert another gif so they are overlapping each other.
3) Observe the two gifs competing to be on top.

I have confirmed that this does indeed happen, and was able to reproduce this bug similar to what is observed in the sample file, however I am not sure this is a bug because I was able to rearrange the gifs so they were not overlapping.

Confirmed.

Note for testers: you have to try right-clicking the gifs and selecting Arrange - Bring to front / send to back and observing the futility of your arrangement as they keep flickering over each other.
