I think is better to uninstall 5.2.3.1rc and install the official 5.2.3.3 final version if issue persist here are the instructions to reset the user profile https://wiki.documentfoundation.org/UserProfile please give feedback. status NEEDINFO until then.

For example, look for some unique folder that exists inside the profile, like autocorr Back to NEEDINFO
I have OpenOffice 3 and 4 user profiles - but no Libreoffice 5. C:\Users\[name]\AppData\Roaming\OpenOffice\4\User (etc) This is not exactly helpful

Can you confirm that you can launch the LibreOffice main application?
I can confirm that I *can't* run soffice.exe - obtain error message above.
Reinstalled Windows - now works
