Confirmed with 5.2.3.3 and 4.0.0.3 / Windows 7.
So the Zoom In (.uno:ZoomPlus) and Zoom Out (.uno:ZoomMinus) commands dont function in Writer and Calc when in Normal mode but work in print preview mode, but do in Impress and Draw.

Non functional zoom in/out commands is why shortcuts assigned to them do nothing (Bug 45705), so basically it's all the same issue. *** This bug has been marked as a duplicate of bug 45705 ***
