Could you apply advice from https://wiki.documentfoundation.org/QA/FirstSteps ? Also have in mind it's better to rename your LO directory profile (https://wiki.documentfoundation.org/UserProfile#Windows) when you change 32/64 bits.

The machines in question are 32 bit machines. The 64 bit version won't even install on them. To troubleshoot, I removed everything, including all LO directories in AppData and anything I found in Program Files. Reverting to the prior version solved the crashing. Of the other 64 bit machines, I installed the 64 bit version and they did not experience the issue. 32 bit and 64 bit LO were never mixed together.

I may be wrong, but it doesn't make sense this is LO problem. Please check simple issues, like new LO setup download, run as administrator, etc.
