When submitting or confirming the bug, please try to be more specific. 
Having said that, I'm not sure what's the cause from the comparison, something about margin or negative value.

I would think it has to be the negative vertical position. The page style has 1cm margins, so it appears that LO is enforcing a maximum negative value of 1cm - while in MS-Word it accepts a negative value of 2.87cm.
