1. open attachment in libreoffice and ms word and compare
2. documents are not the same - the upper picture is misplaced

When submitting or confirming the bug, please try to be more specific. 
Having said that, I'm not sure what's the cause from the comparison, something about margin or negative value.

I would think it has to be the negative vertical position. The page style has 1cm margins, so it appears that LO is enforcing a maximum negative value of 1cm - while in MS-Word it accepts a negative value of 2.87cm.
