Probably the translation didn't landed in the version you're using but it's already translated and will be included in the final release: https://translations.documentfoundation.org/fr/libo_ui/translate/#search=single%20toolbar&sfields=source,target
Closing this as RESOLVED NOTABUG. BTW, you can always help with the translations joining the french team in Pootle.
