Description:
When drag extension list on Extension Manager on Windows touchscreen, it does not have effect.

Steps to Reproduce:
1. Tools -> Extension Manager
2. Dragging extension list vertically, but not drag the scroll bar

Actual Results:  
This operation select one extension instead of dragging

Expected Results:
The extension list should responce this operation.

When I install an extension, another problem appearing on the installation interface.

1. Open DCM extension (download from https://extensions.libreoffice.org/extensions/dcm-direct-colour-management)
2. Press OK
3. Dragging the content of license vertically

Then it highlights instead of scrolling, similar to bug 85677.
