Quite surprising, however you may zip the file and attach it.

Have in mind that any attachment is automatically made public, so remove any confidential/private part from it.

Setting to NEEDINFO until the file is attached by the reporter...

Thanks for your testing and input. I question why MS Word can cope and not Writer. There may well be an error to document creation or image positioning, however Word does seem to cope. The document is one of a series of newsletters produced by a lady. All readers with MS word see no problems, but Libre Writer readers see this signature image problem. I do not understand your AS character statement, I need to understand so that I can recommend to the document creator a practice of image placing that is stable and compatible with Writer.

Thank you for your help in identifying the lack of anchoring, an error of inconsistency on users part that is tolerated by MS Word but Writer is sensitive to.
I have advised the user of the error and corrected the document in MS Word, also tested in Libre Writer. 
I have advised a technique to ensure that anchoring is correct. Clearly without this error there would have been no problem with Writer.

Hopefully this will get the user more competent whilst alerting to a difference between MS Word and Writer.

If you want to do more to help you can test to see if your issue is a REGRESSION. To do so:
1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from http://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
