Description:
fully updated windows10 64bit, the version 5.2... was installed and works, then i tested update to 5.3.0.3 and see the errors above in Summary,
- have cleaned all installations manualy, then the uninstaller from early version would not work anymore, 
- testing new downloaded 5.3.0.3 in 64bit and 32bit
brings the same messages and also the older versions not more installable
- have admin-rights and all needed dependencies
--> so i tested now the installer of unloved apache-oo and this install good,
but i love LibreOffice!!! -please check the msi-installer-scripts against win10-64bit
