Expected Results: the file should open in one page. We need to restrict the frame from being considered as part of the table as MSO does not allow frame to be part of a table.

I don't see anything wrong in comment 5's commit. Likely it is due to something else - like a paragraph that is escaping out of a frame. I see lots of "empty paragraph" markers in LO, but none in MS Word 2010.
