I don't think this is a bug here, those functions work on "double bytes characters sets (DBCS)" which are apparently the non-latin characters.

Yes, they are Chinese characters, but how usefull in a IT or western latin help?
How could we write it with our keyboards?

That is no reason to remove help for the feature for languages that use a different character system. Closing.
