Steps:
1) Open Calc
2) Press Ctrl + Shift + Alt + V
3) V gets typed into the cell

Note: If the keyboard shortcut was assigned to a function, the function would be run.

I cannot confirm it. Ctrl+Shift+Alt+V (or to be exact Strg+Umschalt+Alt+V, because it is a German keyboard) does nothing; it does not write a character "V".

Tested with Version: 5.4.0.0.alpha0+

I get this with left Alt. With Right alt I get Paste Special.
