The sidebar offers quick access to often changed properties and should be open by default when the contextual sections variant is selected. Also the main menu should be shown, as it is today.

This is not "true" for all NB implementations. eg. for tabbed NB the sidebar can be activated by the user (in the view tab) but is hide by default.

I would prefer to have two buttons one for activate the sidebar and one for activate menubar. So no nead for a codework from my point of view.

Menubar should be on when you switch first time the toolbar layout.

Extremely unclear what action items are needed here. Also, without any feedback for years, it is unclear if this bug report is still needed.
