The red arrow indicating 'hidden text' is in certain circumstances partly hidden itself

Steps to Reproduce:
1. Open attached file

Actual Results:  
Red arrow is cut off

Expected Results:
Arrow should be fully visible

You can drag the frame's height up/down, let go, and see the red triangle in various stages of "chopped off".

Looks like it is based approximately on the visible lineheight of the last line(???). So if:

- 10% of the last line is showing, ~10% of red triangle is showing.
- 50% the last line is showing, ~50% of red triangle is showing.
- 75% of the last line is showing, ~75% of red triangle is showing.
