Description:
The highlighting tab in the character dialog isn't that feature rich compared to the toolbar highlighting color picker

Steps to Reproduce:
1. Add a custom highlight color to some text
2. Open the Character dialog and go to the tab Highlighting
  

Actual Results:  
 

Expected Results:
Toolbar Highlighter and tab Highlighting in the character dialog should have the same configurability

Seems to be a duplicate of bug 105225 Color palette cannot be chosen in various places.
