Sorry, this feature definitely does not exist in LibreOffice. Compare with the feature available in Microsoft Office and you will see that the existing feature in LibreOffice is nothing like it, besides it is a tremendous job to activate this feature and it is useless for non-LibreOffice software tutorials. Also, I did not find the resource available as it was quoted to exist. The user's view for LibreOffice is missing. A lot is implemented, but not so that it is available properly to the user, which is what really matters.
I wouldn't call Print Screen key a third party tool.

Is there something wrong in using tools specially created for taking screenshots? I've never used the MSO feature for screenshots but I'm sure there're other tools out there much more powerful than the MSO's feature you mentioned. I'm sorry but I really think there's no need to reinvent the wheel here. On the other hand, if you really want this feature, you can always create an extension based on my comment 1. Closing as RESOLVED WONTFIX.
