When a SVG image used in LibreOffice, it should be animatable if thia image including animate informations.

Apparently the carp thing is using SMIL.
Google deprecated SMIL for Chrome, but then canceled the deprecation (as I just learned): https://groups.google.com/a/chromium.org/forum/#!topic/blink-dev/5o0yiO440LM%5B126-150%5D
we'll instead proceed over the next few months by:
Proposing removal of pieces of SMIL that don’t enjoy widespread use.
Improving our own CSS animations implementation.
Filing bugs with browser vendors to help solidify their CSS animations implementations.
Continuing to support and promote modern alternatives like motion-path and SVG 2.
