Description:
Installed LibreOffice 5.4.0.1 (RC1)

Once installed tried opening LibreOffice and dialog box:
Title: soffice.exe - System Error
The program can't start because
api-ms-crt-convert-l1-1-0.dll is missing from your computer.
Try reinstalling the program to fix this problem.

Windows 8.1 64-bit

Steps to Reproduce:
1. Install LibreOffice 5.4.0.1 (RC1) on Windows 8.1
2. Installed
3. Tried to open LibreOffice; however only error shown

Actual Results:  
Dialog box after installation on Windows 8.1:

Title: soffice.exe - System Error
The program can't start because
api-ms-crt-convert-l1-1-0.dll is missing from your computer.
Try reinstalling the program to fix this problem.

Expected Results:
LibreOffice should open without error


Reproducible: Always

User Profile Reset: No

Fixed by downloading and installing:
Update for Universal C Runtime in Windows
https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows

Should this be:
1. Noted in the LibreOffice release notes
2. Something else?

It doesn't seem to be related to LibreOffice. Searching for 'api-ms-crt-convert-l1-1-0.dll' in Google displays many other programs with the same problem, so the problem seems to be not having the library installed in the OS.
