Description:
Defining a picture as watermark (achoring it at the header's paragraph and sending it to background) disables all table and cell backgrounds (fill colors) and makes almost impossible to use the foreground content.

Steps to Reproduce:
1. Insert a picture, anchor it to the header's paragraph and send it to the background (watermark)
2. If you have a text written on the document, over the picture, it is extremely difficult to place the cursor over it, or even to select it with the left button
3. It is impossible to place the cursor on an empty paragraph (ex: for adding text), because the focus is always placed at the background picture
4. Right-clicking over paragraphs almost always brings the background picture context menu

Actual Results:  
a) Unable or extremely difficult to select a text, place the cursor on an empty paragraph, select table cells, etc. 
b) Also, there is no way to make a cell's or table's background to render when there is a background image (watermark) configured at the page.

Expected Results:
a) When left-cliking anywhere in the document over a watermark, the background image (watermark) placed at the header/footer, should only get selected when the header/footer is active (editable).
b) The background for tables or cells which are placed over the watermark (background image) should be rendered normally.

Reproducible with LO 5.4.1.0.0+ built at home under Ubuntu 16.04 x86-64.

I guess it is a very old bug, see bug 41136.

I can confirm that with LO 5.3.7.2.0+ (5.3.7.2-6.fc26) we can left-click or select texts (easily), but the problem still persists, as in the sample file attached to this bug report:
  a) when trying to select empty paragraphs or extend the selection to empty paragraphs;
  b) when trying to select an image (if the watermark image is selected, then it is possible to easily select the math image) - the math image in the attached sample file;
  c) when right-clicking on empty paragraphs or tables, always selects the watermark image and open the watermark image popup menu;
  d) still not possible to make cell or table background to render

Using the sample ODT attached, the BUG is still present on some situations and fixed on others, as following:

a) [FIXED] If you have a text written on the document, over the picture, it is extremely difficult to place the cursor over it, or even to select it with the left button;
b) [FIXED] It is impossible to place the cursor on an empty paragraph (ex: for adding text), because the focus is always placed at the background picture;
c) [NOT FIXED] Right-clicking over paragraphs **even when the cursor is blinking on it** almost always brings the background picture context menu. But, if there is a text selected on the paragraph, right-clicking over the selection brings the correct context menu;

also,

d) [NEEDS FIX] if the focus is on a paragraph, clicking on a object (like the Formula object) does not select it. The object can only be selected if we click on the background and then on the object; and
e) [NEEDS FIX] if the focus is on the background image (or document objects like the Formula object), you can't put focus (cursor) on any paragraph by clicking on it, you can only give focus to other objects (like formula). To make the cursor work again, you need to click outside the document (gray area).

What partially works:
4. Right-clicking over paragraphs almost always brings the background picture context menu
   It still happens with empty paragraps, table/cell borders and objects (Ex: math formula).

What still not work:
b) Also, there is no way to make a cell's or table's background to render when there is a background image (watermark) configured at the page.

It should become better if you protect the image. Please try with attached file. If you need to select the background image, use the Navigator.

Tested with the protected background image suggested by Regina Henschel.

Bug is partially present on last released LO:

* What still works (no matter if the background image is protected or not):
- Placing the cursor on a text written on the document, over the picture, or selecting that text with the left button is working.
- Placing the cursor on an empty paragraph (ex: for adding text) is working.
- Right-clicking over paragraphs with text (not empty) brings the paragraph context menu as expected.

* What works if you protect the background image:
- Right-clicking over table/cell borders brings the table context menu as expected
- Right-clicking over objects (formula) brings the object's context menu as expected

* What still not work (no matter if the background image is protected or not):
- Right-clicking over empty paragraphs (or empty cells) always brings the background picture context menu
- No way to make a cell's or table's background to render when there is a background image (watermark) configured at the page.

* Expected Results:
a) When left-cliking anywhere in the document over a watermark, the background image (watermark) placed at the header/footer, should only get selected when the header/footer is active (editable).

The expectation is wrong. A shape or image anchored to header is not the background of the page. Setting the wrap properties to "run-through" and "background" describes only the relationship of shape or image to the text.
The stacking order in Writer is
- object in front of text
- text content in paragraphs or tables
- object behind text
- fill of paragraphs or tables
- fill of page

If you want an image to be behind all content, then you need to make it a page background.
