LibreOffice 5.4.0.3 can't start in a corporate PC with Windows 7.
A message appears saying it is missing api-ms-win-crt-runtime-l1-1-0.dll

This problem can be solved installing Microsoft patch KB2999226.
In my particular situation this has not been possible.
I had to install "Microsoft Visual C++ 2015 Redistributable Update 3":

I don't mark this bug as RESOLVED because maybe this issue can be addressed in the installation package.

Same situation on x64 version. Installation of vcredist2015_x64 solves trouble, but need to fix this in installation
