Normal View also has a toolbar. The minor/trivial part is that no sheet can be added by pressing 'Enter'. It could be on purpose; a distinction between Master View and Normal View. But it shouldn't be done this way, in my opinion.
For consistency I would enable the add slide with enter feature also in master mode.

Andreas Heinisch committed a patch related to this issue. It has been pushed to "master": https://git.libreoffice.org/core/commit/ea574f7929d4c226d56273178779ef38ca2ce5c9 tdf#111737 - Add new (master) page depending on the edit mode It will be available in 24.2.0. The patch should be included in the daily builds available at https://dev-builds.libreoffice.org/daily/ in the next 24-48 hours. More information about daily builds can be found at: https://wiki.documentfoundation.org/Testing_Daily_Builds Affected users are encouraged to test the fix and report feedback.
Unfortunately, the slidesorter has no support for an ui test.
