They are available when you are in text edit mode of a textbox.
@Yousuf, it would be useful if you could say which version LO you were using. I have attached two screenshots. The one shows the .ppt doc opened in MS Powerpoint (2013). It shows very clearly the left hand tab button on the top right hand corner. The second screenshot was taken of the same .ppt opened in LO v6 (in Linux Mint). I expanded the scope so that you can see that the text box is open at the time. So, can you please explain what you did to get a different result? Obviously, I am missing something.

as you can see from the third screenshot added today, the text is highlighted. This was done using Impress v6. Interestingly, the text box boundary markers are no longer visible.

I cant judge exactly what is happening in your .ppt file as i dont have access to it, but if i understand what you are getting at, when you are in textbox edit mode (press F2 after selecting a textbox to get into this mode), you have access to add and remove tab stops. If i'm not getting what you mean, maybe you can give do a screencast of what you are trying to explain. There are various free screencast software available for use, including Camstudio (Windows), Jing (Mac), Simple Screen Recorder (Linux) or screencast-o-matic.com (Web).
