Inserting a page with a different style is cumbersome and unintuitive, requiring a fair amount of research to uncover.

1. I would expect to be able to access the "Page Style" menu from the Insert tab

2. I would expect a field in the style selector allowing the new style to start on either "this page" or "this line"

3. I would expect to be able to change the style of a section by double-clicking on a page style in "Styles and Formatting" -> Page ..REGARDLESS of the Next Style of the preceding section

Cumbersome and unintuitive ? Do you mean different from MS-Word ? Perhaps. LibreOffice is not a clone of MS-Office.

What is Insert tab ?

3: sections are useless to change from a page style to another; LO is not a clone of MS-Word. Insert Page Break then edit the page break and check "with the page style". So ctrl+Enter -> one click on the blue line between pages -> one click in the checkbox -> choose in a dropdown list. Very complicated, indeed.

For the Page Break command, you have it in the Insert menu in version 5.4, perhaps in 5.3 too.
In 5.4 there is a button Insert Page break in the main toolbar.

Nice! Thanks for pointing this out. I was unable to find this in Help because I did not use the appropriate search terms. And, like many users "if all else fails, I go to Help".

Initially I tried to figure out how to change the page style by clicking on the page style tab in the screen footer bar. This took me to the Page style menu, opened at the Organizer tab, showing the [page] style "Name" and "Next style" which proved to be unhelpful without more digging around in Help. 

I am not sure this "Next style" is helpful or intuitive, but a mouse-over hint "applied when a new page is created (i.e. Ctrl + Enter)" would save a LOT of digging through Help.

users mailing lists and askLibo (https://ask.libreoffice.org) are there for that.

No, next style is applied to the next page. It is useful when you want to switch automatically from a page style to another. For example you will use that to alternate between left and right page styles. The next style for the left page style is right page style and the next style for the right page style is the left page style.
Manual page break is needed when you want to interupt this automatism.

I thank you for all the good help you have given me. But, would not the need for guy with average intelligence and experience having to go to askLibo for help on using certain LibreOffice feature be a sign that this feature is not as intuitive as it cold be and/or, Help is not as helpful as it could be?

Is this good UI practice, to make changes automatically, behind the user's back? That is, the user has to remember that he made this request or he must be aware that this request has already been made for him/her.

Easy to mistakenly specify the starting page out of sequence, or, unwittingly cancel the page swapping. Why not use a "Both sides printing" style?

Thanks for the explanations. The challenge is how to make it easier for the "next guy/gal" to figure this out ..and the next ..without your patient help.
