Expand the Toolbar dropdown menu from the arrow. 
The following are not localized in Japanese:
Visible Buttons
Customize Toolbar
Toggle Extrusion (including the tooltip)

In addition
Insert Vertical Text - tooltip on the tool

I can confirm that with installed Japanese language pack of
