Steps:
1. open impress
2. context menu > insert snap point/line
3. set snap point to 1" by 1"
4. context menu > snap lines > display snap lines
5. move mouse over snap point and drag it
6. notice you cant dont see the cross shape while dragging

It was OK in OOo2.4.3 and already broken in OOo3.2.

The snap point is actually there, but disappears after appearing for a split second while dragging.
