Not a regression, at oldest commit are rows point from up to down. This commit made it better, only with wrong direction.

The wrong orientation is not an OOXML but a VML import problem. The file does not contain an OOXML shape. The shape contains a 180° rotation, down by horizontal and vertical flip.

Arrow direction was the same problem as bug #100751 We may divert & keep this for the line length problem.
