LibreOffice Version: 5.4.3.1 Build ID: 32c8895c6cae21571f364dbb059f419a743ee44d and 5.4.3.2 Build ID: 92a7159f7e4af62137622921e809f8546db437e5 (and may be earlier)
Start LibreOffice Calc, open attached test.dbf file (I don't know in what software file was done) - there is no Import Dbase dialog where we can select Character set and as a result instead of Russian text we see incomprehensible symbols in cells A2, B2, F2, G2.

LibreOffice Version: 5.3.7.2 Build ID: 6b8ed514a9f8b44d37a1b96673cbbdd077e24059
Start LibreOffice Calc, open attached test.dbf file (I don't know in what software file was done) - we see Import Dbase dialog where we can select Cyrillic (DOS/OS2-866/Russian) character set and as a result we see Russian text in cells A2, B2, F2, G2 as it should be.

Steps to Reproduce:
1. Start LibreOffice Calc
2. Open attached test.dbf file - there is no Import Dbase dialog where we can select Character set
3. instead of Russian text we see incomprehensible symbols in cells A2, B2, F2, G2

Actual Results:  
no Import Dbase dialog where we can select Character set and as a result instead of Russian text we see incomprehensible symbols in cells A2, B2, F2, G2.

Expected Results:
we see Import Dbase dialog where we can select Cyrillic (DOS/OS2-866/Russian) character set and as a result we see Russian text in cells A2, B2, F2, G2 as it should be.

Interesting, I do reproduce in version 5.4.3.2, but I do not reproduce in master daily builds of my own.
