In PowerPoint, all lines have a before-paragraph spacing of 3.84pt (0.03", 1.02mm), i.e. both the two bullet paragraph and the empty paragraphs. Hence, in MSO the second bullet point is in the middle of the page. In LibreOffice 5.4.2.2 (Windows), the before-paragraph spacing is also 3.84pt for the two bullet lines. BUT: All empty paragraphs have a before-paragraph spacing of 0.20"/4.99mm which is 5 times as much. Hence, in LO the second bullet point is at the end of the page.

(The top/left position of both frames are the same.) In any case, in LO, the second bullet ("* Line 2") is at the end of the page, in PowerPoint it is a bit lower than half of the page.
