Description:
I am using LibO in [fr-FR] within an [en-US] OS, that is: 
Version: 5.3.7.2 (x64)
Build ID: 6b8ed514a9f8b44d37a1b96673cbbdd077e24059
Threads CPU : 4; Version de l'OS :Windows 6.1; UI Render : par défaut; Moteur de mise en page : nouveau; 
Locale : en-IE (en_IE); Calc: group

When editing a writer document, I am proposed: 
Fichier - "Save" instead of Fichier - Enregistrer

Steps to Reproduce:
1. Install LibO in french 
2. Open a document
3. Check File sub-menu content

Actual Results:  
Fichier - Save

Expected Results:
Fichier - Enregistrer


Reproducible: Always


User Profile Reset: No

If I am not wrong system strings like this one are taken from the OS. If your OS speak English (EN locale) you will see English system strings. You can check that you get French system strings if you use LO with FR translation on an OS with a FR locale.
Additionally, Pootle tells that all FR translations for both UI and Help are complete until version 5.4.
