Description:
Dialogs in a file had 3 languages but at some point after opening a file only codes are left there. Dialogs can work well for a month, 2 months, half a year even. 
I have no idea why is this happening. At first i thought it was because file is opened on different machines with different LO versions, changed all LO to be the same, no luck. Different OSes, copied a file and was opening and closing(not even saving if i remember correctly) under 1 OS, no luck. It happened in 5.1 and maybe earlier i don't remember when this file was created at first.

Steps to Reproduce:
1. Open macros editor and any dialog there
As you can see it doesn't have meaningful contents (look at attached picture step_1.png)
2. Add any dialog that i've attached. Important, do not replace the old dialog, it won't work, chose to rename instead.
In a showed up dialog it will ask you whether you want to omit or add new languages.
3. Click Omit. You'll see that Enlish one is added to this newly added dialog(old ones untouched) but not the rest, and you won't see an option to add another language. (look at attached picture step_3.png)
4. Repeat starting from step 2 but skip step 3. Click Add instead of Omit languages.
You'll see that newly created dialog will have all languages and a gui element will appear to let you change or create or remove them. (look at attached picture step_4.png)

Actual Results:  
Dialogs do not contain words in human readable format.

Expected Results:
Dialogs contain words in human readable format.


Reproducible: Sometimes

I don't see any dialogs in this.

Could you please try to reproduce it with the latest version of LibreOffice
from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to
'UNCONFIRMED' if the bug is still present in the latest version.
