Description:
display borders of footer or header anytime. 
Now borders displays only if cursor is in footer or header. If cursor is in text body of document, then borders of of footer or header don't display

Steps to Reproduce:
1. Create or Open writer document
2. create header (or footer)
3. set a cursor in to header - borders of header display (four gray corners)
4. set a cursor in to text body of document - borders of header disappears 

Actual Results:  
borders of header disappears when we set cursor in to main text body

Expected Results:
borders of header displays when we set cursor in to main text body


Reproducible: Always

That's how WYSIWYG works, you get a distraction free view for reading and a clear feedback when in edit mode. Works perfectly for me. If someone disagrees please reopen.
