Already seen in LibreOffice 4.4.7.2 (Windows 10) so I'm calling this an implementation error. Tried to test with 4.3 beta1, but it kept crashing when I selected Place in margins

This was related to bug 81957, partially a duplicate. But since that one is on a spam list, I marked it as a duplicate of this one. Comment can be set with "Tools - Options - LibreOffice Writer - Printing - Comments: On page margin" or within Print dialog - Writer. Comments are seen in File - Print in preview window. So, bugs for document with comments in margins are: 1. Print Preview with "Comments - Place in margins" does not show comments 2. in Print Preview, File -Print will show a blank page. Still in 6.5+.
