Is there a need for the Label , and does that interfere with the .uno:MenuBar action name? The .uno command seems to work fine from the popup menu .
And what ever happend to assigning a shortcut (presumably F10) to the .uno:MenuBar command as for bug 90195 or bug 107343?

Or, is it just that the command is ".uno:Menubar", rather than ".uno:MenuBar"?
