Changes are not saved whichever method i use. I filled with some random strings or add new sheet. But when i saved and reopened ods file, the file is still empty, see before-after attachment.

Please copy the version information / git hashes from Help -> About.
Does it only happen with spreadsheets, or with documents/presentations as well? I assume it used to work for you in the past, right?

It happen only with spreadsheets. It was working when I use debian 9 about 3 months ago.
But now I realized that it is not working with linux mint 12.

There's no problem with saving spreadsheets for me. Are you using filesystem backend or WOPI integration? If it's filesystem, make sure the file is writable by the user running loolwsd.
