Description:
Bullets appear outside the selected area depending on selection order

Steps to Reproduce:
1. Open the attached file
2. Select the content of cell B1 bottom to top (select the full cell, not only the paragraphs)
3. Click Bulleted list (CTRL+F12)
4. ABC will get a bullet
5. CTRL+Z
6. Select B1 from to to bottom
7. Click Bulleted list (CTRL+F12) -> No issue

Actual Results:  
Cell A1 gets a billeted list when selecting B1 from bottom to top

Expected Results:
Shouldn't happen; inconsistent


Reproducible: Always
