People are advising to use Windows System File Checker: http://www.tomshardware.co.uk/forum/33518-63-application-unable-start-correctly-0xc0000142-click-close

Quote:
"Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run As Administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.
Type the following command, and then press ENTER: sfc /scannow (yes there is a space after sfc) The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions."

If that does not help, you could try reinstalling LibreOffice.

Ran SFC and it reported no warnings. Uninstalled LibreOffice and then tried to reinstall. Install gave warning 1909 shortcut failure followed by Internal error 2902. Installed rolled back. tried restart and install again no joy. So now I have no LibreOffice at all.
