I have tried on different computers, and in all this generates this problem, it does not matter if the image was copied from the internet or if it is from a local file.

Steps to Reproduce:
1.copy an image
2.paste in write
3.rotate 90º image
4.try to make the image cover the whole sheet

Actual Results:

LO provides a lot of possibilities to resize an image. Have a look at chapter eleven of the writer guide: https://wiki.documentfoundation.org/images/7/7c/WG5411-Images.odt

Does this solve your problem?

Set to NEEDINFO. Change back to UNCONFIRMED, if the problem persists. Change to RESOLVED WORKSFORME, if the problem went away

Please have a look, whether your problem is the same as described in comment #5 in bug 115934. The comment refers an attachment for testing.
