Description:
It used to be possible to open an existing file at the opening screen with the shortcut, Ctrl-O. This can still be done anywhere in the program, including the screen which appears after closing all of the currently open LO files). When first opening the program, however, the only way to open a file is with the mouse.

I'm not sure at what version this began to happen.

Steps to Reproduce:
1. Open Libreoffice
2. Press Ctrl-O to open a file
3. 

Actual Results:  
Nothing happens

Expected Results:
A dialog box should open allowing one to browse to the desired file


Reproducible: Always

Perhaps a Windows 10 only issue?
Did you try to run Libreoffice in Safe Mode? (Help > Restart in Safe Mode...)

You're correct. It does work correctly in safe mode. It's strange, though, because I have the same behavior on two separate computers, one an ASUS, the other a Toshiba, both running Windows 10. The only additions I made to the default configuration was a Portuguese spell dictionary and Portuguese interface (though I use English most of the time), plus I removed the French and Spanish dictionaries/interfaces and turned off auto update and fast start.

Clicking on the window first does in fact make it possible to use Ctrl-O to open a file. But of course I might just as well click on "Open File" if I have to use the mouse and click on the Window first.

No problem for me, I don't have to click to focus.

Maybe worth trying with 6.0.4.

Right. I'm using 6.4 now and the problem does not persist in this version.
