Description:
The Special characters is inserting them into the document instead of the Spellchecker window

Steps to Reproduce:
1. Launch Writer
2. Type something like "hollo"
3. F7 (Spellcheck
4. Click the Special character icon
5. Double click some symbols -> will go to the main document..

Actual Results:  
Specials symbols selected are inserted in the main document and not into the spellcheck dialog

Expected Results:
Should be inserted into the spell check dialog


Reproducible: Always

Repro.

Not yet in 5.4. Looks like it came from the GSoC work: https://wiki.documentfoundation.org/ReleaseNotes/6.0#Dialogs
I guess it is worthwhile to bisect anyhow, as the work is over several commits.
