I can confirm with LO 4.4 and Version: 6.1.0.0.alpha0+ Build ID: 4f268695787ff6c7052269058f7ae6de34abfd5d CPU threads: 4; OS: Windows 6.1; UI render: default; It has two solutions: as mentioned in bug 56619: "I would have expected the comment field be be 'dynamic' relative to cell A, and remain 'On top', regardless of where the 'rest of the sheet cells are' underneath." or as in excel: when I insert comment in row A, screen scrolling here and I can see the comment.
