Description:
Bulleted list can't be enabled/disabled in a specific combination of empty cells & a cell containing a bulleted list

Steps to Reproduce:
1. Open the attached file
2. Select the table
3. Press bulleted list

--
4. Add something in say "D' to A1
5. The selecting the table starting from A1
6. Press Bulleted list -> Working


 

Actual Results:  
Bulleted list button isn't working depending on the selection

Expected Results:
Should be working

Reproduction instructions from scratch (taken from the dupe):

1. Create a new Writer document
2. Insert a table with 1 column and 2 rows.
3. Place the cursor in the cell on the second row
4. Press the Bulleted List button on the toolbar
5. Select both table cells
6. Press the Bulleted List button on the toolbar

Expected results:
Either both cells become bulleted (i.e. the paragraph in the first cells also gains a bullet), or both lose their bullets.

Actual results:
Nothing happens
