You can change the UI language in Tools - Options - Language settings For locale, you might study this: https://unix.stackexchange.com/questions/74618/how-to-change-locale-environment-variable (and launch LibreOffice from the command line)
Confirmed. The problem is in the User Interface language. If it is English (USA), no problem. If it is Spanish (Spain), problem. Even with Locale settings: Spanish (Spain), Decimal separator key: Same as locale settings Default Languages for Documents Western: Spanish (Spain) and Enhanced Language Support: Ignore system input language. In fact, in english UI, the initial height is "9,89 cm" for the female painter, and in spanish UI, the initial height is "3,90 cm".
