Description:
WMF/EMF/SVM scrolling isn't blazing fast without OpenGL, but getting slower with OpenGL enabled 

Steps to Reproduce:
1. Open attachment 141434 [details] (bug 117074) 
2. Scroll up and down

Actual Results:  
Laggy scrolling

Expected Results:
Something similar as without OpenGL (or even better)


Reproducible: Always


User Profile Reset: No


OpenGL enabled: Yes

Difference is not so much, but scrolling is slower with OpenGL enabled, especially using the mouse-wheel.

As Skia with Vulkan will replace OpenGL UI rendering on all platforms, it does not make sense to keep OpenGL UI reports open.
