Attempting to paste any text from a free version of OneNote to Writer does not work.
* Reloading Writer document does not work. 
* Pasting from web browser works. 
* Workaround that works is to paste text (from OneNote) into a plain text editor and then copy and paste from there into Writer. Downside is loss of formatting, loss of tables and images. 

Parameters:
* System: Windows 10 Home Edition the latest version

Please let me know if there is any specific way I can substantiate that this is a real phenomena?

On Windows 10 Pro 64-bit en-US with OneNote 2016

Content from a OneNote QuickNotes section can be copied and Pasted, default looks to be as a DIB (Device Independent Bitmap), with option via Paste Special of "Unformatted text" and the More options dialog giving additional format support.

A clipboard viewer (InsideClipboard) shows OneNote delivers multiple formats to the system clipboard-- format IDs 1:CF_TEXT, 8:CF_DIB, 13:CF_UNICODETEXT, 14:CF_ENHMETAFILE, 49410:HTML_Format, and 49953:OneNote 2010 Internal

This all seems to be correct allowing LibreOffice to parse the content for use via Clipboard. If the default paste from clipboard seems to be the CF_DIB which gets filter parsed and saved as a PNG in the Writer document.
